Warehouse Lighting & OSHA Safety: Compliance Guide for Facility Managers

Ensure your warehouse lighting meets OSHA requirements. Covers minimum light levels, egress lighting, forklift zones, inspection areas, and common citation triggers.

Inadequate lighting is a frequently cited OSHA violation in warehouses and distribution centers. Poor lighting contributes to slips, trips, falls, forklift accidents, and picking errors.

OSHA Lighting Requirements

OSHA's General Duty Clause (Section 5(a)(1)) requires employers to provide a workplace "free from recognized hazards." For lighting specifically:

OSHA 29 CFR 1926.56 (Construction/General Industry)

AreaMinimum Foot-Candles
General warehouse5 fc
Active storage areas10 fc
Loading platforms10 fc
Office areas30 fc
First aid stations30 fc
Stairways, corridors5 fc
Exit routes5 fc (1 fc emergency)

Important: These are MINIMUM requirements. The IES recommends 20-50 fc for most warehouse operations — significantly higher than OSHA minimums.

Common OSHA Citation Triggers

  • Burned-out fixtures not replaced: Even one dark area can trigger a citation
  • Insufficient egress lighting: Exit routes must have minimum 1 fc emergency lighting
  • Missing exit signs: Every required exit must have an illuminated sign
  • Shadows in forklift zones: Intersections and cross-aisles need extra attention
  • Glare on work surfaces: Improperly aimed fixtures causing disability glare
  • No emergency lighting: Battery backup required for exit routes
  • Best Practices Beyond Minimum Compliance

    Forklift Safety Zones

    • Intersections: 30+ fc (critical visibility point)
    • Cross-aisles: 20+ fc (pedestrian/forklift conflict zones)
    • Dock doors: 30+ fc (indoor-outdoor transition zone)
    • Charging areas: 20+ fc (maintenance visibility)

    Picking & Packing Areas

    • Standard picking: 30 fc minimum
    • Small item picking: 50+ fc recommended
    • Label reading: 50+ fc (barcode scanning requires adequate illumination)
    • Quality inspection stations: 75-100 fc

    Dock Operations

    • Interior dock area: 30 fc
    • Inside trailer: Provide portable or dock-mounted lighting
    • Dock leveler area: 20+ fc (trip hazard zone)

    LED Advantages for Warehouse Safety

  • Instant on: No warm-up period means immediate full illumination (critical for emergency)
  • Uniform distribution: LED high bays provide better uniformity than MH (fewer dark spots)
  • Better CRI: Color rendering of 80+ vs 65 for MH (better hazard identification)
  • No flicker: Eliminates strobe effect on moving machinery (safety hazard with some old fluorescent)
  • Motion sensor compatibility: Ensures lights are always on when people are present

    OSHA Inspection Preparation

    Keep these records readily available:

    • [ ] Lighting maintenance log (monthly inspections)
    • [ ] Emergency light test records (monthly + annual)
    • [ ] Photometric layout or light level measurements
    • [ ] Fixture specification sheets showing UL/DLC listing
    • [ ] Exit sign inspection records

Proactive lighting maintenance and LED upgrades demonstrate "good faith" compliance efforts, which can reduce OSHA penalty amounts by up to 25%.
